Largest Long-Term Investment

Infrastructure Investment and Jobs Act

The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), is the largest long-term investment in infrastructure in nearly a century. It provides funding in five key areas: Transit, Climate, Maintenance of Roadways and Bridges, Water, and Broadband and Cybersecurity. Federal guidelines emphasize equity, safety, sustainability, and reliability throughout all project phases.

Funding Types

Find funding from U.S. DOT and other Federal Agencies through various bureaus:

Bridge Investment Program (BIP)

Local governments are eligible for this new program to improve bridge and culvert condition, safety, efficiency, and reliability.

Rural Surface Transportation Grant Program

New grants will improve/expand infrastructure in rural areas to increase connectivity, improve the safety/reliability of people & freight movement & generate regional economic growth/improve quality of life.

National Culvert Removal, Replacement, & Restoration Grant (Culvert Aquatic Organism Passage - AOP)

This new program is for projects to replace, remove, and/or repair culverts or weirs.
Eligible Applicants: State, units of local government, or an Indian Tribe. [§ 21203(a); 49 U.S.C. 6703(c)]

Advanced Transportation Technologies and Innovative Mobility Development (ATTIMD)/Advanced Transportation Technology and Innovation (ATTAIN) Program

Formerly known as ATCMTD. Local governments can apply for competitive grants to deploy, install, and operate advanced transportation technologies.

Reconnecting Communities Pilot Program

A new planning grant or capital funds are granted to the owner of a facility to restore community connectivity by removing, retrofitting, or mitigating facilities that create barriers to community connectivity, mobility, access, or economic development.

Congestion Relief Program

A city or municipality can apply to advance innovative, integrated, and multimodal solutions to reduce congestion & economic & environmental costs in the most congested metropolitan areas with an urbanized area population of 1 million+.

Strategic Innovation for Revenue Collection (Set-aside)

Local governments may have the opportunity to participate in testing the feasibility of user-based alternative revenue mechanisms to help maintain long-term solvency of the Highway Trust Fund.

Construction of Ferry Boats and Ferry Terminal Facilities

Eligible ferry operations can replace/acquire new ferry boats or propulsion systems; update navigational control systems; construct new terminals; improve access for the disabled; and replace/construct new docking facilities. Eligible uses include operating costs and shuttle vehicles.

Reduction of Truck Emissions at Port Facilities

This new competitive grant is to test, evaluate, and deploy projects that reduce port-related emissions.

Safe Streets and Roads for All

A political subdivision of a State is eligible for new funding to support local initiatives to prevent death and serious injury on roads and streets. This new solicitation will fund projects to support planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users.

Charging and Fueling Infrastructure Grants (Community Charging)

Competitive grants for local governments to install electric vehicle charging and alternative fuel infrastructure in locations on public roads, schools, parks, and in publicly accessible parking facilities.

Rebuilding American Infrastructure with Sustainability and Equity (RAISE)

The RAISE Grant Program helps communities build transportation projects that have significant local or regional impact and improve safety and equity. State and local municipalities, Tribal governments, and counties can apply.

Promoting Resilient Operations for Transformative, Efficient, and Cost- Saving Transportation (PROTECT) Grants

Local governments can compete for grants to support planning, resilience improvements, community resilience/evacuation routes & at-risk coastal infrastructure.

Nationally Significant Freight & Highway Projects (INFRA)

Competitive grants for multimodal freight & highway projects of regional significance to improve safety, efficiency & reliability of freight & people movement.

National Infrastructure Project Assistance (Megaprojects)

This competitive program supports large, complex projects that are difficult to fund & likely to generate regional economic, mobility, or safety benefits.

State Incentives Pilot Program / Set-aside within Nationally Significant Freight and Highway Projects - INFRA

Capital Investment Grants

Local government agencies, including transit agencies can compete for grants to fund transit capital investments.

Low or No Emission (Bus) Grants

Competitive grants are available for Counties & Cities/Townships to replace, rehabilitate, purchase, or lease buses and bus related equipment and rehabilitate, purchase, construct, or lease bus-related facilities. Provides capital funding for low or no emission bus projects.

Bus and Bus Facilities Competitive Grants

These grants provide capital funding to replace, rehabilitate, purchase, or lease buses and bus related equipment and to rehabilitate, purchase, contruct, or lease bus-related facilities for counties and cities/townships.

Urbanized Area Passenger Ferry Program

Counties, Cities/Townships can compete for funding for passenger ferry capital projects in urbanized areas.

Research, Development, Demonstration and Deployment Projects - (Less Set-aside)

Competitive grants for Counties, Cities/Townships to research and demonstrate novel approaches to improve public transportation service for a safer, environmentally cleaner, socially just and connected public transportation system.

Airport Infrastructure Grants

Owners can apply for Airport Infrastructure Grants including Primary airports, certain cargo airports, and most general aviation/commercial service airports that are not primary airports but in the National Plan of Integrated Airport Systems.

Airport Terminal Program

This new program is open to a Public Agency owning a public use National Plan of Integrated Airport Systems airport. Grants are for capital improvements for airport terminal development.

Port Infrastructure Development Program Grants

Public and Private Ports/Port Authorities can improve the resiliency of ports or reduce/eliminate port-related criteria pollutants or greenhouse gas emissions.

Railroad Crossing Elimination Grants

Local governments are eligible to compete for this new competitive grant to fund rail crossing improvement projects that focus on improving the safety and mobility of people and goods.

Natural Gas Distribution Infrastructure Safety and Modernization Grants

New competitive grants for municipal or community-owned utilities (Not-for-Profit) will be made available to repair, rehabilitate, or replace natural gas distribution pipeline or to acquire equipment to reduce incidents and economic loss.

Highway Safety Research & Development

Counties, Cities/Townships may be eligible for a number of research and development activities with respect to safety, human factors, countermeasures, detection of drug impaired drivers, driver education & State laws on safety.

High Priority Activities Program

Local governments can apply for grant program designed to carry out activities and projects that augment motor carrier safety.

Wildlife Crossing Pilot Program

Local governments can apply for projects that seek to reduce the number of wildlife-vehicle collisions and improve habitat connectivity.

Charging & Fueling Infrastructure Grants (Corridor Charging)

Competitive grants for local governments to deploy electric vehicle charging and hydrogen/propane/natural gas fueling infrastructure along designated corridors and in communities.

Electric or Low-Emitting Ferry Program

This Electric or Low-Emitting Ferry Pilot Program that makes federal funding available to support the transition of passenger ferries to low or zero emission technologies.

Thriving Communities Program (TCP)

Provides technical assistance, planning, and capacity building support to communities that may lack the staffing or technical expertise to advance infrastructure projects with broader community goals. Provides 2 years of deep-dive assistance and 3 years of facilitated peer learning support to selected communities to help them plan and develop a pipeline of comprehensive transportation, housing, and community revitalization activities.

Any federal funding received through Local Aid requires an Eligibility Assessment. If your Local Public Agency receives a federal grant through the Bipartisan Infrastructure Law, FHWA will provide guidance regarding its assessment of your eligibility.
