NJDOT Environmental Resources’ mission is to ensure Department projects and practices avoid, minimize, and mitigate impacts to the physical and human environment. This is accomplished by ensuring projects and practices are in full compliance with all applicable Federal and State environmental regulations related to transportation project development.

How We Assist the Department

Project Development Support Unit

The Project Development Support Unit is involved the following activities:
  • Assists the Metropolitan Planning Organizations (MPOs) and the Department in screening and selecting projects for the various FHWA/NJDOT-funded grant programs to ensure projects can progress through the project delivery process without environmental fatal flaws.
  • Prepares and reviews various environmental documents that assess impacts of proposed actions. These documents are required to demonstrate compliance with federal and state environmental regulations thereby enabling projects to receive funding to advance through the project delivery process.
  • Ensures projects avoid and/or minimize impacts to the environment by participating in project development and continuous participation throughout the project delivery process.
  • Ensures that environmental commitments are incorporated into project plans and specification and periodically monitors construction activities to ensure that commitments are satisfied.

Grant Screening and Selection

Collaborating with Metropolitan Planning Organizations (MPOs), the Division identifies environmental sensitivities and constraints to help inform the selection of FHWA and NJDOT-funded grant projects.

Early Project
Scoping

The Division works with Local Aid and project sponsors early in the scoping phase to identify environmental constraints and provide technical guidance.

The Division's Role in Project Development

The Division participates in the preparation of environmental documents to assess alternatives to avoid, minimize, and mitigate effects to the environment. The environmental documents are a requirement of project funding ensuring compliance with environmental regulations.

Monitoring Environmental Commitments

The Division ensures that environmental commitments are integrated into project plans and specifications. They attend pre-construction meetings and conduct site visits to monitor activities, verifying that all requirements are met.
