Overview

NJDOT Modal Grants oversees and administers both Federal and State grant programs, primarily focusing on funding mechanisms related to rail and airport infrastructure. NJDOT Modal Grants has optimized the application process, grant awarding, and overall program management for the Airport Improvement Program (AIP) and the Rail Freight Assistance Program (RFAP). Currently, grants under these programs are being managed through SAGE (System for Administering Grants Electronically).

Specialized Assistance

Modal Grants staff assists Department partners when specific expertise is required with specialized regulations, grant oversight and management, and inspection support. The staff handles all phases of the grant and project oversight process including:

  • Provision of subject matter experts (SME) for project selection and system context

  • Plans, Specifications, & Estimate (PS&E) Review
